MOTIVE: In the last few weeks, the Unblinking Eye has tracked down Sam’s whereabouts and has threatened to expose Tommy. He is extra nervous, and specifically avoids interacting with Sam. When he does interact with Sam, he is extra critical of anything that makes Sam seem shifty or criminal.
